    3~10 watts is quite a lot.
    You can go to Big Lots or other close out store and pick up as many solar garden lights as you can for the budget, and wire them series/parallel to get the voltage and current you need…
    You could add a lot to your project by building a parabolic reflector and focusing it on the array. It would impress the judges even if it only added a little to the power. And it shold be cheap enough. There’s probabaly a swap meet in the area where you can get a DirecTV or dish network satellite dish. You just need to make it bright and reflective.
